Mike Baily

Prior to joining Baily Insurance in 2002, Mike Baily, CIC, CWCA, worked as a commercial credit analyst and risk manager at a financial institution. Winnie Branton

Winnie Branton founded Branton Strategies, LLC to help local governments, community development corporations, and other non-profit organizations develop successful strategies for combating blight and returning vacant, abandoned and tax-delinquent properties to productive use. She previously served as a program manager for the Housing Alliance of PA where she managed the Blight and Land Bank Technical Assistance Program. Stephanie L. Fera, Esq.

Stephanie L. Fera, Esq., is an associate at Cafardi Ferguson Wyrick Weis + Gabriel. She practices in the public sector labor, employment, and municipal group. Jeff Frankenburger, Esq.

Jeff Frankenburger, Esq., is the Supervising Investigative Counsel for the PA State Ethics Commission. He previously clerked for the Honorable David J. Ed Troxell

Ed Troxell is the Director of Government Affairs for the PA State Association of Boroughs. He has been representing municipal interests for several decades. In his community, he served as an elected board commissioner, a planning commissioner, and an election judge. Troxell has accumulated his municipal knowledge from the ground up through experience. He has used that knowledge and background to benefit PSAB for more than 20 years. Well known in the halls of Harrisburg’s state Capitol, Troxell has maintained long-term relationships with members of the Legislature and staff, state agency personnel, and important board & commission’s serving as research resources for state government. Chris Voltz, Esq.

As a member of the Municipal and School Group, Chris Voltz, Esq., works with the firm’s municipal and school district clients by assisting them in properly running a meeting and complying with the Sunshine Act, taking land via eminent domain for public projects, responding to requests for records made pursuant to the Right-to-Know Law, prosecuting real estate tax assessment appeals and real estate tax exemption applications, drafting ordinances, resolutions, and policies. Liz Wagenseller is the Director of the PA Office of Open Records. In her current role, Wagenseller serves as the chief arbiter of disputes related to state and local agencies and acts as a conduit between government and the public.
